SCHEDULE B ENVIRONMENTAL ASSESSMENT

FOR

NEW WATER SUPPLY WELL IN TARA

 

BACKGROUND

 

The existing Tara water works is comprised of two (2) water supply wells with associated

pumphouses and treatment equipment; storage by way of a standpipe; and a network of water distribution piping. A third well was decommissioned long ago due to xylene chemical contamination.

 

PROBLEM DEFINITION

 

In recent years, Tara water works water supply demand during the summer months has approached approximately 80% of the total capacity of the wells. The Ministry of the Environment (MOE) requires the Municipality to either reduce water consumption or find a new water supply. If no action is taken, the situation is likely to become more difficult due to the increase in water demand by the construction of new homes in Tara.

 

The Municipality needs to undertake investigative work to find an additional source of raw water supply.

 

ALTERNATIVES TO CONSIDER

 

The alternatives available to the Municipality are as follows:

 

1. Do nothing, which would prevent growth and development.

 

2. Restrict water usage during high water demand periods, which would adversely affect our current water customers.

 

3. Obtain additional potable water supply from another treatment works. This option does not appear to be cost effective as it would involve piping water considerable distance.

 

4. Obtain raw water supply from the Sauble River. This option would be very expensive requiring a river intake structure with a complex and expensive water treatment process, with the added concern of low river flows in the summer.

 

5. Investigate a ground source of raw water supply.

 

By way of this document, the Municipality wishes to notify Tara Residents that it intends to

commence the test drilling of possible well sites as identified by our Hydrogeologist and Engineers based on the available existing hydrogeological information of the area.

 

A total of four (4) sites have been identified, however, the Municipality intends to test drill only two (2) sites first, which are indicated on the map as A and B.  Site A is at the Tara Water Tower, on Bruce Road 10 at the north limit of Tara.  Site B is at the intersection of the abandoned rail line and the unopened road allowance for Ann Street, east across the Sauble River from the current wells.
