9:10 AM RECREATION & FACILITIES DIRECTOR, Dan Woods (one item in closed session)
Reviewed his report with Council: Chesley – renovations in preparation for 2007-2008 ice season. Council looked at flooring for dressing rooms; Paisley Legion: Council is working with the legion to aid with some costs. Working on negotiating costs and rent with the provision to review in 1 year; Tara – arena joist painting and restoration. Needs to be done soon and Council recommends an engineer inspect after soda blasting, before painting begins; Minor Hockey: 15 teams to play this season. Cummings and Woods to attend Minor Hockey meeting Aug. 14, 2007 in Tara.
Charlton thanked Woods for helping to roast the pig at the Tara Agricultural 150 year celebration – it was a great success and they won 3rd prize.
Oswald thought the new Community guide looked good.
10:20 AM CHIEF BUILDING OFFICIAL, Craig Johnston
Reviewed his report with Council: Reviewed Stats - Building permits – $8.8 million in construction, 33 new units including town houses, to date; Paisley hotel – no news or court date yet; Property Standards – only had to tow 3 cars so far. There are two properties in Paisley that need to be cleaned up and should be done this week.
Paisley Medical Clinic drawings are completed - some committee members made changes. Council stated no more plan changes.
11:00 AM CHESLEY COMMUNITY CHURCH, Al Wilson, Mel Turner – community centre rental inquiry
Spokesmen Mel Turner & Allan Wilson - the Church is looking at new accommodations for their church services, expanding rapidly, current church is insufficient and parking is a problem. Looking at booking the community centre every Sunday for a year or more, Church needs consistency and a commitment to every Sunday, need to be in Town.
Saturday night functions pose a staffing problem to have the facility ready the next morning; Council expressed concern about a precedent-setting change from a recreation facility to a church; would adversely affect our long term users who may not return once the Church has found permanent accommodation; Council reserved its decision until later in the day after giving the request more thought.

Reviewed his report with Council: Pegelo – Durham Furniture – flow problems from the retention pond is a civil matter between two neighbours; alternatives for them are a Municipal drain (costly) or court; OC LONG – memorial stone “O.C. LONG PARK" – up to $2500. Weppler to find out cost of lettering; Arran lake residents would like to see the speed limit reduced to 50km/hour. Council agreed to a by-law change; Medical Clinic Paisley – Medical Clinic Committee to deal with tree cutting issue at the building site; McClure mill race culvert was installed August 7th; Paisley Heights Subdivision servicing matter to be answered by McLean; Tara - Brooke St watermain – Eagleson – workers have done a wonderful job. House connections will be completed this week; baler upset on Conc 8, Elderslie, appears to have been driver error.
Oswald –paving road to Tara water plants. Is the restoration part of OSTAR funding? Will inquire.

1 REQUIRING ACTION
1.1 City of Greater Sudbury - requesting support of its resolution no. 2007-184 petitioning the Province of Ontario to enact Bill 150 to raise the minimum wage to $10 per hour immediately—not by 2010.
1.2 City of Owen Sound - requesting support of its July 10, 2007 resolution petitioning the Province of Ontario to pay for 100% of court security costs.
1.3 Conservation Authorities, Drinking Water Source Protection – consultation on municipal groupings for Source Protection Committee.
1.4 Town of Erin - requesting support of its May 22, 2007 resolution petitioning the Minister of the Environment to place a moratorium on issuing any new permits to take water for commercial water bottling companies until such time as a meaningful levy/royalty, payable to the local municipality, is put in place to allow for infrastructure development to safeguard involved source water areas.
1.5 City of Kawartha Lakes - requesting support of its June 26, 2007 resolution requesting the Minister of Health to review the issue of enhanced hospital doctor recruitment remuneration and lifestyle opportunities which challenge efforts to recruit local family physicians in under-serviced areas, and to offer effective incentives to family physicians to continue to practice comprehensive, community-based family medicine.
1.6 Town of Kingsville - requesting support of its May 22, 2007 resolutions C56-2007 and C57-2007 requesting the Province of Ontario to ensure that volunteer and part-time fire fighters are defined as "fire fighters" and treated equitably under the Workplace Safety and Insurance Act, 1997.
1.7 Municipality of North Grenville - requesting support of its June 11, 2007 resolution petitioning the Premier of Ontario to issue written assurance that his Government will not implement a policy requiring meters on private residential wells now or at any time in the future.
1.8 Tay Valley Township - requesting support of its July 10, 2007 resolution petitioning the Premier and the Minister of Northern Development and Mines to reunite surface and mining rights on surface-rights-only properties when requested by the property owner or the municipality to do so.
1.9 Township of South Stormont - requesting support of its July 11, 2007 resolution petitioning the Department of Fisheries & Oceans to review and shorten the time frame required for approval of drainage maintenance requests to allow for a more flexible and reasonable construction/maintenance season and to provide federal funding for increased costs for those expenses incurred in addition to those provided in the approved engineers report.

It is our belief that the street barriers are unnecessary for purposes of our safety. The barriers therefore are an unjustified inconvenience, and their ugliness a detriment to the business of our downtown. We ask that the barriers be removed before Beef Fest, so that our village will look its best for visitors to our community.”

3 EVENTS
3.1 Office of the Fire Marshal – seminar Wed September 19, 2007, 8:30 to 4 pm: Essentials of Municipal Fire Protection—a Decision-maker's Guide at CAW in a Port Elgin. OFM has stressed the importance of a good attendance at this seminar.
3.2 Paisley Agricultural Society – invitation to opening ceremonies for 151st Paisley Fall Fair. Mayor will attend for sure.

Glad Cumming didn’t come in light of her recent surgery.

Beef fest – very successful – attendance was good.
Road Toll – Paisley Fire Dept assisted with helping traffic to ensure safety and movement, did not conduct the toll, the Health clinic is a great cause, its unfortunate that liability hampers things so much these days; raised over $5000.00
Starks bridge – has sent letter to County re closure as it is a main route to Paisley, inhibits fire protection, need to keep fire-fighters informed of closure.
Enjoyed working with such an open council; glad to be apart of this Council, has been a great time – very satisfying - opened his eyes – somewhat regrets leaving but looking forward to future. Encourages people to get involved with Council and keep an open mind that there are always different sides to a story. Looks forward to corresponding with Council in future as Paisley Fire Chief.
HERRON
a) Fair Funding for Small Communities of Ontario – minutes of July 24, 2007
Pleasure working with Bonderud – going to miss him. Bonderud is an asset to the table, he has an open mind. Wish him well. He will do a great job in Paisley as Fire Chief.
