9:00 AM            CHIEF BUILDING OFFICIAL, Craig Johnston, confidential matters in closed session with Animal Control Officer, Cheryl Roberts 

 

Reviewed permits issued since the last meeting; Board of Education plans on proceeding with its administration building permit the beginning of December; fill taken into Paisley Medical Clinic site has reached level, looks great, reviewed list of donated items, ready soon to go to tender, discussed bonding levels, will tender by invitation to qualified builders; Lee MacDougall wishing to proceed with his subdivision work, any excess fill to go to the Queen St. commercial property;  Turner senior’s units coming along, some to be rented in December and January.

 

Property Standards:  more than half apartments in Chesley inspected, trouble getting people at home.

 

Saugeen Valley Conservation Authority has refused to meet with the local Building Officials Association about permit application turn around time.

 

9:45 AM            RECREATION & FACILITIES DIRECTOR, Dan Woods

 

Reviewed his report with Council:  Chesley kitchen/booth matters resolved, counter tops 75% replaced; dressing rooms finished, looks great, Triple A complimented the facility; Water Festival went well, all positive feedback; only one application for casual part-time position advertised; Paisley water heater replaced without charge; Tara library moisture removal, getting prices on air exchanger/filter, Eagleson reported that the County Librarian has had air quality testing done, waiting on results, if results are bad could remodel the building to one level on grade; list of programs upcoming; inspections being done weekly with staff who is doing a great job now, Cumming could see a difference, will have to keep it up; ‘no pet’ signs have been put up;  leisure guide being updated for circulation at the end of February; finalized Pepsi contracts to include new time clocks; reviewed trailer park rates, are behind other area rates, have made improvements the costs of which have not been recovered, quotes for trailer park washroom/showers areas floor epoxy;  Triple A request to install a display case in the lobby, Council agreed provided it would be separate from Minor Hockey’s case;  Triple A request to put its logo in the ice next year, Recreation will discuss locations with both leagues and fees for installation.

 

Tara arena rafter and joist blasting insufficient, contractor will be back in spring to repaint, offered to accept half payment now and the balance in the spring, Council agreed.

 

10:40 AM          WORKS MANAGER, Vernon Weppler

 

Reviewed his report with Council:  talked about leaving the McClure Bridge closed till spring as it will not be completely finished, would allow green concrete to fully cure before salt applied to road; Think Plastics supplied an updated report of quantities picked up from us:  26,738 pounds, require bale wrap to be on cement pad in future; Tower Road extension complete, look into selling them, will get costs for next meeting; winter maintenance agreement with the County; agreement to store e-waste in the hazardous waste trailer for delivery to Bruce Davidson, Walkerton; snowplow operators recommendation after consultation with Foremen, Council agreed.

 

Discussion on vehicle repairs and maintenance completed; reviewed accounts with Weppler; Galbraith drain approved by Saugeen Valley Conservation Authority; petition for sidewalk in vicinity of Paisley Medical Clinic—people driving too fast, Weppler said there is a paved area marked off, no safer with a curb and raised sidewalk, there are other places narrower, all traffic in that area is parents taking children to school and teachers, they should slow down, Weppler to reply that Council will review during budget once clinic is constructed; request by Paisley ratepayer’s association for approval to erect a Christmas tree in Paisley square, Mary Gail Johnston has discussed with Foreman Gunson, Weppler to meet with M. Johnston and Tamara Pasley of the Chamber to coordinate efforts.

 

Confirmed attendance at the three Christmas parades and the dates and times.

 

Eagleson circulated a follow-up written complaint from Turners about the Bruce Road 17 construction project which left the ditches and lot levels in an unsatisfactory manner; Herron agreed the work was irregular particularly in the area of a tree saved and fill was disposed of in a conservation authority regulated area;  Weppler has left a message at Turner’s and talked with the County;  Oswald will have the County contact the Turners.

 

Cumming asked if the Jim MacDonald signs have been erected yet, arrived but not posted;  Adam Kunkel’s signs have been posted.

 

11:40 AM          WATER/SEWER FOREMAN, Scott McLeod

 

Reviewed his report with Council:  Province starting new licensing system for each system (we have two) at costs of about $20,000 per system, 12 to 17 months to complete process, will have to budget starting next year; environmental assessment complete on Tara well 4, proceed with committee process to provide public input on project, Eagleson will approach a number of interested ratepayers, Deputy Clerk-treasurer, Connie McKinnon, could participate as a user and as a staff person to take minutes, try to have a meeting before year end, Oweson Water Services to provide technical information, if no grant we could be the general contractor, will set a date when committee is in place; 2007 Tara waterworks inspection report compliance issues; Henderson, Paddon & Associates Ltd. recommendation to swab Tara sewage force main, consider re-doing Chesley at the same time as the company is coming from Sudbury;  results of Chesley water tower inspection indicate spalling on walls, not an emergency to re-parge it, do next year; repaired water service leak on Enoch St. Nov 5th.

 

Water and sewer capital projects for 2008, in Chesley, circulated preliminary estimates from County, agreed to reconstruct 1st Ave S. from 7th St to County Road 19.

 

McLeod reported on the preliminary results of Tara lagoon sludge treatment, not as promised yet, will continue to monitor.

 

Following lunch, the Mayor left to attend an emergency County Department Head meeting.

1          REQUIRING ACTION

 

            1.1        Clarke Birchard – on behalf of the group which organized the June 23, 2007 Doctor's Appreciation event, wish to donate modest surplus to a health-related project that will benefit the community, were advised of the need for expansion and upgrades to the [Chesley] medical clinic, would appreciate being advised about plans or progress on this initiative.

 

Excerpt from minutes of April 23, 2007:

 

Oswald reported on request by some Members of the Chesley Hospital Foundation to hold a Doctor Appreciation dinner with proceeds to go to medical clinic improvements, would like relief from facility fees and for the Municipality to handle the ticket sales, Council agreed.

that the Municipality will handle ticket sales, fees etc. for a Doctor Appreciation Night with the proceeds to go towards Chesley Medical Clinic renovations.                                              Carried

 

All donations were handled by the Municipality and tax receipts issued; all expenses were handled through the Municipality; surplus of $2,038 is waiting in a reserve; Adam Winterton calls every other month to advise they are not yet ready to discuss the clinic's needs.

 

            1.2        Beautification Committee, Paisley & District Ratepayers Association – requesting permission to erect Christmas tree in the village square annually, Municipality to contribute installation and electricity

EAGLESON

 

Reported on conversation with County Librarian, Apolloni, Tara library will open tomorrow, has rented an air exchanger with hepa filter for $50 per day to make safe for staff upstairs, Eagleson will look into purchasing one, will prohibit entry to the basement, temporary fixes do not address water penetration problem, will investigate lowering the building and eliminating the basement for a long-term solution.

 

We should be ready for spring completion of the O.C.Long memorial, need to finalize plans, Weppler getting details.

 

HERRON

 

Request to provide a certificate for a 65th birthday, suggested we have a policy.

 

CHARLTON

 

Attended the AMO convention in London on Friday, attended the native relations seminar, treaties open to interpretation, paperwork to be downloaded as it was not passed out at the event.

 

CUMMING

 

Funds have gone to the recruitment committee

 

Visited the Chesley community centre, looks very good, expressed concern about pucks being shot at wall between dressing rooms, dangerous practice, will address at the next Attendants’ meeting, staff reports Triple A is very cooperative

1          Call from MPP Bill Murdoch's office Oct 26th – re issue of funding policing levels, agrees with us, we should not be paying for provincial incompetencies, he will ask the question in the house when Dalton McGuinty reconvenes parliament.

 

2          Current lease to the Chesley Recruitment and Retention Committee – FYI

 

3          Appointment to Saugeen Valley Conservation Authority – Wietse Posthumus' appointment ends in December 2007.  The Authority would like appointments to match Council's term of office to provide stability.  While Posthumus would sit for another term, he would be gone each winter during budget time and he does not know if Council would approve of that.

 

Will wait for Paisley election to fill vacant Council seat before appointing someone.

whereas on this past weekend the Lucknow bridge collapse will have put one of our local contractors in a very difficult situation;

and whereas Arran-Elderslie Council wants to recognize this problem and work with the contractor;

therefore, be it resolved that our Council would request of Bruce County to not impose a time penalty clause on the McClure Bridge project to Allen-Hastings Ltd, but would request that the bridge be open for traffic by April 15/08.                                                                                                                    Carried

that whereas the Town of Saugeen Shores has advised that it intends to give formal notice before year's end to withdraw from the Paisley & District Joint Fire Board;

and whereas the Town of Saugeen Shores wishes to continue our fire coverage of its territory currently included in the fire service agreement by entering into a fee for service agreement with Arran-Elderslie;

now therefore, we assure the Town of Saugeen Shores that we will continue to provide fire suppression services to its territory pending the finalization of a separate service agreement which may include reciprocal coverage of the Burgoyne area.                                                                                                Carried
