Reviewed his report with Council:  currently 121 active permits; $10.5 million in construction values including three recent new houses in Allenford, Paisley and Chesley; Bluewater Board tenders going out soon;

 

OBOA conference report:  covered marijuana grow-ops; outlined upcoming changes to Code in new year; blow-up pools to be banned with no grandfather clauses expected; minor warrant changes for property standards; next year's event in Kingston.

 

Property standards:  Paisley property cleaned up by owner; Invermay collapsed building removed; will be ordering house north of office on Bruce Rd 10 demolished, is partially collapsed.

 

Getting requests to purchase lots in Tower Park, Council will proceed with sale process when servicing complete.

 

Paisley Medical Clinic:  attended meetings to finalize specifications for tendering

 

Conservation Authorities permit processing times:  Grey Sauble Conservation Authority is less than a week, usually 3 or 4 days; Saugeen Valley Conservation Authority is 4 to 6 weeks; not just us having trouble with Saugeen, it was discussed at the conference, local CBO's intend to talk with Saugeen Valley Conservation Authority

 

Cheryl Roberts and Johnston are going to start property standards inspections in Chesley downtown today; notices have been given; Fire Chief Lancaster will perform fire inspections at a later date; has found he now has a better working relationship with the three fire departments; Cumming & Davis noted a new cooperative attitude in Paisley.

 

Paisley Heights Subdivision:  partially constructed buildings are moulding

Oswald contacted by Paisley Legion to arrange meeting to discuss revising lease agreement

 

Eagleson noted there is now an opportunity to return to Bell Canada service without fees, Marklevitz to compare rates of available telephone suppliers.

 

10:05 AM          Ralph and Dorothy Baker re: Arran-Lake Municipal Property

 

Following a call from the Ministry of Natural Resources, Baker was advised not to put any more rocks on Municipal property at Arran Lake until Council had reviewed the matter.

 

While Baker was attempting to prevent shoreline erosion, he had no Municipal or Ministry permission to alter the shoreline.

 

Eagleson and Herron will meet at the site and report back to Council.

 

Baker was directed to desist with his rock-filling; Baker agreed and accepted responsibility for his actions.

 

10:38 AM          KEN GOFF, GOFFCO & RAKESH SHARMA, HENDERSON, PADDON & ASSOC, BRAD                           JOHNSON, HYDROGEOLOGIST – well head protection report

 

Presented the Tara and Chesley Wells Source Water Protection Study.  Strategies involving water supply, water budget (amount of water), watershed characterization, a groundwater liability analysis, evaluation and threats inventory and water quality risk assessment. 

 

Rakesh discussed Henderson, Paddon and Associates Ltd. surveying well head owners for properties within the 5 year capture zones.   

 

1:13 PM            WATER & SEWER FOREPERSON, Scott McLeod

 

Reviewed his report with Council:  Tara environmental assessment on Well #4, discussed various pumping options that affect water pressure, Eagleson proposed forming a citizen's committee to look at options; 3rd Ave SW construction, will hold public meeting for residents at Chesley fire hall Oct 29th at 7:30 pm; [Sharma left at 1:32 pm] discussed the findings from the Ministry of Environment inspection in Tara; Tara Rotary Park water service is finished, send bill to Club.  Paisley high-lift building is gone.

 

McLeod was praised for his high standards of training the operators.

            1.1        The Kinette Club of Chesley – seasonal lighting

 

            1.2        Township of Stirling-Rawdon - requesting support of its September 4, 2007 resolution requesting the Federal and Provincial Governments to develop a program that will provide prompt assistance to residents who are dealing with the aftermath and repercussions of a catastrophic natural event.

 

            1.3        Drinking Water Source Protection Committee – confirmation that Howick Township will not be submitting a name.  For municipal nominees to be considered by the Conservation Authority, a "list" of nominees must be accepted by all municipalities in the Group.

 

            1.4        Saugeen Country Tourism Association – opportunity to advertise in 2008 guide

 

            1.5        Township of Wellington North - requesting support of its October 1, 2007 resolution calling upon the Province of Ontario and the Minister of the Environment to reduce the lead sampling requirements for small municipal water systems proportionately with the number of samples required for larger municipalities of 100,000 or more population.

CHARLTON

Attended the Chesley library opening.

Represented Bruce County at the snowmobile show in Toronto.  One issue is that trail passes need to be sold at these shows for Grey-Bruce so we see money, not passes being purchased somewhere else but the snowmobile use is in the Grey-Bruce area.

Attending the Regional Tourism meeting tomorrow in Wiarton

 

HERRON

 

Attended the library opening and the water festival

Was on the interview panel for arena attendant

 

EAGLESON

            a)         Bruce Area Solid Waste Recycling – results of 10th annual food drive – +9,520 pounds!

Airport meeting coming up.

Concerned citizen called regarding traffic on Brooke St. W.  Clerk to notify OPP to enforce speed limit.

Discussed Orion phone lines and looking into Bell commercial lines.  Treasurer compare rates.

Tara water pressure – we need a public meeting to get input from the residents of Tara and possibly form a committee, McLeod to collect meeting data for meeting from Henderson, Paddon & Associates Ltd.

 

DAVIS

Paisley medical clinic – 24” tile installed, ready for fill. 

Paisley fire meeting was this past Wed, Saugeen Shores exiting, will value assets in-house.

 

CUMMING

 

When Cumming returned at 1:40 pm, she reported that she had attended a Bruce power presentation today and is happy to announce Bruce Power’s donation to the Paisley Medical Clinic of $50,000 to be issued  in January 2008. This means the Paisley Medical Clinic is a go.  In-kind donations, when finalized, will be put on the municipal website.

 

Attended the Library opening, still getting remarks heard of what a great building it is. 

 

Attended Peak dinner awards in Kincardine, only businesses receiving loans are eligible for awards, not business community at large.

 

Presented a letter to Oswald form concerned citizens in Paisley stating they want a sidewalk in medical clinic area

 

OSWALD

 

Just prior to leaving at 3:32 pm, he read his list of meetings and events and noted correspondence he received:

Letter from the Paisley Ag Society thanking for assistance with the Fall Fair.
