MINUTES

 

A special meeting of the Council of the Municipality of Arran-Elderslie was held on Monday, June 1, 2009 at 9:00 a.m. in the Council Chambers.

 

The following Members of Council were present:

 

Mayor Ron Oswald (Chair)

Deputy Mayor Mary Cumming

Councillor Stacy Charlton

Councillor Mark Davis

Councillor Paul Eagleson

Councillor Ross Herron

Councillor Jack Riley

 

The following member of Staff was present:

ADOPTION OF AGENDA

 

            Moved by:        Councillor Charlton

            Seconded by:   Deputy Mayor Cumming

 

            That the agenda be adopted as distributed by the Clerk.

DISCLOSURES OF PECUNIARY INTEREST AND GENERAL NATURE THEREOF

 

There were no disclosures of pecuniary interest by Members of Council under the Municipal Conflict of Interest Act.

 

 

SCHEDULED BUSINESS

 

3.1       Review of Building Department Operational Review dated April 30, 2009 and presentation by Karen Grogan, KPMG Forensic Inc. on May 25, 2009

 

            Mayor Oswald provided opening remarks with respect to the review that had been presented to Council on May 25, 2009.

 

            Council discussed the various recommendations contained in the Building Department Operational Review dated April 30, 2009, in order.

 

 

MOTION TO MOVE INTO CLOSED SESSION AND GENERAL NATURE THEREOF:

 

            Moved by:        Councillor Charlton

            Seconded by:   Councillor Davis

 

            That Council move into closed session to consider matters related to the receiving of advice that is subject to solicitor-client privilege, including communications necessary for that purpose.

 

                                                                                    Carried

 

 

Council moved into closed session and returned to open session (9:40 a.m. – 11:17 a.m.).

 

A recess was held at this time (11:17 a.m. – 11:24 a.m.).

 

3.1       Review of Building Department Operational Review dated April 30, 2009 and presentation by Karen Grogan, KPMG Forensic Inc. on May 25, 2009 (continued)

 

            Council continued with its discussion of the various recommendations contained in the documents presented to Council on May 25, 2009.

 

            Moved by:        Deputy Mayor Cumming

            Seconded by:   Councillor Riley

 

            That Council direct the Chief Administrative Officer to work toward implementation of the various recommendations contained in the Building Department Operational Review Report dated April 30, 2009 and report to Council on a regular basis with respect to progress on this initiative.

OTHER BUSINESS

 

Waiver of Demolition Permit Fee – Tara Gas Station

 

            Moved by:        Councillor Eagleson

            Seconded by:   Councillor Herron

 

            That if the owner of the gas station located on Yonge Street North, Tara, wishes to demolish the balance of the building at that site so as to build a new building, Council directs that no further demolition permit fee will be required for the issue of a second demolition permit.
