A special meeting of the Council of the Municipality of Arran-Elderslie was held on Monday, June 29, 2009 at 9:00 a.m. in the Council Chambers.

DISCLOSURES OF PECUNIARY INTEREST AND GENERAL NATURE THEREOF

 

There were no disclosures of pecuniary interest by Members of Council under the Municipal Conflict of Interest Act at this time.

 

 

SCHEDULED BUSINESS

 

3.1       Declaration of Paisley BeefFest 2009 as a Community Festival

 

            Moved by:        Councillor Riley

            Seconded by:   Councillor Davis

 

            That the Municipality of Arran-Elderslie declare the Paisley BeefFest 2009 to be a community festival for the purpose of obtaining a Special Occasion Permit.

3.3       Arran-Elderslie Comprehensive Zoning By-law and related Official Plan Amendment

            Files:  AE OPA 2, Z-31-2009.49

 

            W. Hollo, Deputy Director of Planning and Economic Development, County of Bruce, discussed matters with respect to the timing of approval for the Official Plan Amendment and the impact it would have on the coming into force of the Comprehensive Zoning By-law.  He suggested that the Official Plan amendment and zoning by-law be amended to split out the matters related to the adjustment of the urban boundaries for Tara, which would then allow the balance of the Official Plan Amendment to be considered by the County ATP Committee in July.  He recommended that a new Official Plan Amendment for the adjustment to the Tara urban boundaries and an associated zoning by-law amendment be created and presented to Council for enactment at its next regular meeting, which would also provide sufficient time for the required public notice by the County for a Public Meeting under the Planning Act at the August meeting of the Committee.  Council agreed to this proposal in order to expedite the process for the balance of the provisions.

 

            Mr. Hollo then confirmed the amendments that had been made to the draft Comprehensive Zoning By-law as directed by Council after the Public Meeting held June 22, 2009.  Discussion took place with respect to the impact of a holding provision on the proposed MU-h zone in Paisley, and the mandatory requirement for a record of site conditions to be filed with the Ministry of the Environment and other provisions to be met in advance of residential uses being permitted on the site.  He suggested that the requirement to complete these processes prior to removal of the “H” symbol would ensure that they were completed.

 

 

By-law No. 35-09 – A By-law to Adopt Official Plan Amendment No. 2 to the Municipality of Arran-Elderslie Official Plan

            That By-law No. 35-09 be taken as read a first and second time.

By-law No. 36-09 – A By-law to regulate the use of land and the erection, use, bulk, height, spacing of and other matters relating to buildings and structures and to restrict certain uses of land and the erection and use of certain buildings and structures in the Municipality of Arran-Elderslie

            That By-law No. 36-09 be taken as read a first and second time.

OTHER BUSINESS

 

Grey Bruce Huron Disability Transportation Corporation – Appointment to Board of Directors

 

            Moved by:        Councillor Charlton

            Seconded by:   Councillor Herron

 

            That Council appoint Mayor Ron Oswald as the Municipality of Arran-Elderslie’s representative to the Board of Directors of the Grey Bruce Huron Disability Transportation Corporation and that the appointment of Deputy Mayor Cumming be repealed.
