MINUTES

A special meeting of the Council of the Municipality of Arran-Elderslie was held on Thursday, December 17, 2009 at 7:00 p.m. in the Council Chambers.

The following Members of Council were present:

Councillor Stacy Charlton

Councillor Mark Davis

Councillor Paul Eagleson

Councillor Ross Herron

Councillor Jack Riley

The following member of Staff was present:

ADOPTION OF AGENDA

Moved by: Deputy Mayor Cumming

Seconded by: Councillor Charlton

That the agenda be adopted as distributed by the Clerk.

DISCLOSURES OF PECUNIARY INTEREST AND GENERAL NATURE THEREOF

There were no disclosures of pecuniary interest by Members of Council under the Municipal Conflict of Interest Act at this time.

SCHEDULED BUSINESS

3.1 Discussion with Representatives from Neighbouring Municipalities regarding Industrial/Commercial Wind Turbine Concerns

Councillor Davis assumed the Chair at this time (7:07 p.m) for this matter.

The following individuals were also in attendance at the invitation of Council:

A. Barfoot – Township of Georgian Bluffs

D. Burley – Township of Georgian Bluffs

D. Fawcett – Municipality of Grey Highlands

T. McKay – Township of Chatsworth

T. Kuglin – Township of Chatsworth

C. Vlielander – Township of Chatsworth

Councillor Davis made opening remarks with respect to the concerns regarding industrial/commercial wind turbines being established in the area.

Representatives of neighbouring municipalities provided information regarding their respective concerns and the current status of any known proposals for industrial/commercial wind turbine installations within their jurisdictions.

Discussion took place regarding various ideas to be explored to address the concerns. It was agreed that each municipality/individual would take responsibility for specific matters and report back on results of their investigations at a future meeting of this group. Responsibilities were assigned as follows:

Grey Highlands Entrance permit requirements/controls

Grey Highlands Securities for future decommissioning costs

West Grey Approach Wardens’ Association for support

Arran-Elderslie Mayor Oswald to approach A.M.O. for support

Georgian Bluffs Research building permit requirements/fees

Chatsworth Research potential nuisance by-law under Section 11.2 of the Municipal Act, 2001

It was agreed that the date of the next meeting would be determined in January, 2010.

Mayor Oswald assumed the Chair at this time (8:50 p.m.).
